This song is about the Isle of Man (sort of). "Ellan Vannin" means "Isle of Man" in the Manx language. I'd question whether the Rev. has ever been.

The reference to a boiler is likely a reference to a steam engine boiler: there is a steam train which runs through Ballasalla (not Bally Sanna) and Castletown to Port Erin (not Port Arran). The reference to Castletown Hill is probably to Castletown kelp (which makes sense of the rhyme in the next line). Castletown has a harbour and beaches, so there is plenty of seaweed around.
