Dicta License was formed towards the end of the year 1999, with Pochoy Labog on vocals, Kelley Mangahas on bass, Boogie Romero on guitar/vocals, and Bryan Makasiar on drums.The original line-up that was brought together was basically a merge of two bands that were starting out during that time.
