He's talking about how he feels about his girl...she brings him up, tears him down, and just doesn't know what she really wants so she gives him the runaround of "yes I want to be with you" to "no, I don't want to be with you", push-pull thing. As a result, the "living in a dust bowl" is him feeling dry and then finally the "all that's left for me to lose is meant for you to gain" means she was using him, so he finally lets go. I've seen this happen!
