'Though it could slow down' doesn't even make sense. The handle is what slows (and stops) a train, and it's been stolen, hence 'no way to slow down,' which is clearly enunciated in the last lines.

Just to clarify. The lyrics above are absolutely correct. I'm listening now on quality headphones. Proper Audio Technica NOT ipod earbuds. The lyrics are spot on.
