its self-evident once knowing Bob converted to Christianity in 1980 after seeking to ,behind his Rasta and public back. Rastafarians don't believe ja is waiting there but is here now .

The meaning is self-evident. and the song was written during his last days of his life it is definitely summing up his beliefs as a Rasta and a righteous man.
